Are there any type of foot holds I can purchase for a tricycle?
I have a slight case of cerebral palsy, and as a result am slightly weaker on my Right Side, unable to balance properly. To remedy this, I am purchasing an adult tricycle since I’ve never been ever to ride a bicycle. Are there any good types of clamps or whatever I could buy to secure my feet to the pedals? I ask because every time I have attempted a rotation, my body tries to lift my entire leg; it’s simply not possible for me to hold my feet down and control the pedals simultaneously.

Good on you for not giving up on cycling due to a minor obstacle.
Low end bikes, and adult trikes, typically come equipped with generic platform pedals. The first thing any serious cyclist does is swap out for “clipless” pedals (see Performance link for a selection of types). These of course require special shoes with the appropriate cleats attached, so you have to get pedals, shoes, and cleats.
High end bikes often come without any pedals, assuming that the rider already has pedals (I’ve got a half dozen sets floating around my garage) or intends to add his favorite flavor.
On the trike subject, there are a lot more way cool options than just the standard adult trike, if you and your checkbook are so inclined. See second link for some possibilities.
