what is wrong with my Mt. Bike rear Derailleur?
when I am pedalling my bike, all is well, but when I pause from pedaling, the bottom Cog? on the rear derailleur shoots forward, sticking into place, and then the chain droops and falls off.
Oh it is called the JOCKEY that moves forward and sticks, before the chain just drops loose.

I disagree with the 2 previous answers. The most probable cause of the problem is not the derailleur, it is your freewheel or freehub. The ratchet mechanism is sticking due to lack of lubrication or mechanical fault, so the chain continues to move when you stop pedaling. This is easy to check, remove the rear wheel and attempt to spin the cassette backwards. If it doesn’t spin easily and you feel resistance you have found the problem. You would have to change the freewheel or cassette body, whichever you have.
